Shengkai Zhou brings nearly two decades of comprehensive construction management expertise to the Janice D Steenblik Memorial Foundation team. As a dual-certified Senior Construction Cost Engineer in both Water Conservancy Engineering and Civil Engineering and Architecture, Shengkai's specialized knowledge is instrumental in ensuring the foundation's educational building projects are executed efficiently and sustainably.

After earning his degree in Civil Engineering from Northwestern Polytechnical University, Shengkai has built an impressive career spanning various aspects of construction management and cost engineering. His experience includes significant work with educational institutions, notably his role at Wenzhou-Kean University, where he managed construction costs and engineering processes for campus development projects.

As a recognized expert in his field, Shengkai serves on multiple professional boards, including positions as a cost consulting expert for the Wenzhou Construction Market Management Station and as a comprehensive evaluation expert for the Zhejiang Provincial Development and Reform Commission. These appointments reflect his standing in the industry and his commitment to maintaining the highest standards in construction management.

Shengkai's expertise in cost management and construction supervision is particularly valuable to the JDSMF's mission of building educational facilities in developing regions. Currently based near Kean University in New Jersey, Shengkai continues to contribute his expertise to international construction projects while serving as a key technical advisor for the JDSMF's building initiatives. He is a registered architect(New York), has built, taught, published, exhibited, and curated globally. His work negotiates vernacular and advanced digital processes through an equitable, interdisciplinary, sustainable and naturally inspired approach, creating urban intricacy and inspiring, interactive spaces. He’s spoken globally at universities such as MIT, Tongji University, Yonsei University, etc. His work is published prolifically.
